As former foster youth who might be nearing the point of aging out of the foster care system, deciding what to do for your next step in your education can be scary. However, the Post Education Services and Support (PESS) program in Florida creates a world of possibility. PESS offers vital assistance to individuals who have completed high school or earned their equivalent, empowering them to pave the way to a brighter future.

What is PESS & who can benefit from it?

Sofia Cosie, a volunteer with STUDENTS Speak Up for Kids PBC, from the University of Virginia, shares about the PESS program and how it works for those aging out of foster care and transitioning to adulthood.

PESS, or Post Education Services and Support, is a program designed to aid former foster youth in pursuing post-secondary education. Eligible individuals must have completed high school or an equivalent, and meet specific criteria regarding their time in foster care and current educational pursuits.

How do I know if I qualify for PESS?

You may be eligible for PESS if you:

➥ Turned 18 while in the legal custody of the Department and spent at least six months in licensed out-of-home care before turning 18.

➥ Alternatively, if you were adopted after the age of 16 from foster care or placed with a court-approved dependency guardian after spending at least six months in licensed care within the 12 months immediately preceding such placement or adoption, you may also qualify.

➥ Additionally, you must have earned a standard high school diploma or equivalent and be attending a college or vocational school eligible under Florida Bright Futures in at least 9 credit hours.

➥ Exceptions may apply if you have a documented disability preventing full-time attendance.

Are there any additional requirements?

Yes, in addition to meeting the eligibility criteria, you'll need to submit applications for grants and scholarships, complete a Free Application for Federal Student Aid (FAFSA), sign an agreement allowing access to school records, and submit a PESS application with necessary documentation.

What financial assistance does PESS provide?

At the time of this writing (in February 2024), PESS offers stipends of $1720 per month. Before receiving the stipend, your skills and capabilities in managing finances will be assessed. Payments are directed towards housing and utilities, with any remaining funds disbursed to you. Your Community-Based Care (CBC) agency will assist in managing these payments until you demonstrate the ability to handle them independently.

What other support does PESS offer?

PESS extends beyond financial aid, providing transitional and financial planning assistance tailored to your current and future needs.

When does eligibility for PESS end?

Eligibility may cease if you fail to meet academic progress requirements at renewal, turn 23 years of age, obtain a postsecondary degree or certificate, or are no longer a resident of the state of Florida.

PESS serves as a lifeline for former foster youth in Florida, providing not only financial support but also invaluable transitional services. By offering stipends, guidance, and ongoing assistance, PESS paves the way for these individuals to achieve their educational goals and transition successfully into adulthood, ensuring that they have the tools and resources needed to thrive beyond the foster care system.
